1961年生於澎湖縣，現居臺南市，臺南市警察局刑警大隊副大隊長、新光三越國際攝影大賽評審特別獎，臺南美展攝影類第二名。
Born in Penghu in 1961, Chen currently lives in Tainan. Former Deputy Commander of the Criminal Investigation Division at the Tainan City Police Department. Winner of the Special Jury Prize in the Shin Kong Mitsukoshi International Photography Competition. Second Place in the photography category of the Tainan Fine Arts Exhibition.
